Strengthening National Cybersecurity through Unified Collaborative Policy Frameworks
Challenge
The Department of Homeland Security faced significant challenges in developing comprehensive cybersecurity policies aimed at mitigating risks across multiple federal agencies. The cybersecurity frameworks across the whole of government were fragmented, leading to inconsistencies in risk assessment and remediation strategies. In addition, many designated agency stakeholders were unclear regarding their roles in ownership and mitigation strategies.
Solution
Aretum facilitated workshops that brought together cybersecurity experts from various agencies to identify and index key vulnerabilities and develop cohesive policy frameworks. We worked with clients and stakeholders to foster collaborative engagement that improved critical cross-agency dialogue and knowledge sharing. Aretum collected information and data in the workshops to craft tailored mitigation strategies that aligned with each agency’s specific mission and incorporated federal cybersecurity standards. To enhance accountability, we defined a framework for transferring ownership of mitigation strategies, ensuring that each agency would be equipped and responsible for addressing identified risks.
Outcome
Aretum’s subject-matter expertise in stakeholder management, policy development, and group facilitation was a powerful asset that DHS applied to successfully establish a unified inter-agency cybersecurity framework. The new framework enabled federal agencies to adopt consistent risk management practices, significantly reducing their cybersecurity vulnerabilities. Ultimately, this initiative enhanced national cybersecurity resilience and fostered a culture of proactive risk management across the federal landscape.
